He did his graduation from the University of Maryland Francis King Carey School of Law with a Bachelors degree in Political Science. He was admitted to the bar in Maryland in 1976 after he received his Juris Doctor degree and practised law for 19 years until the time he was first elected to the House in the 1996 elections. He was the first African-American lawmaker who achieved the honour of lying in state at the nation’s capital.
